HYPP PETITION 

To: Stallion Breeding Committee

    This petition is an effort to get the horse registry associations to pass a ruling to stop the continued breeding of HYPP positive horses. This petition is being sent by each petitioner to his/her association/s that he/she has memberships with. We feel this ruling SHOULD have been put into effect at the time testing for HYPP first became available. All of our associations state somewhere in their by-laws that they are committed to improving the health of their particular breed. HYPP (Hyperkalemic Periodic Paralysis) is described as a disease caused by a genetic defect. By the associations allowing the continuation of breeders purposely breeding horses carrying this disease, we feel that we, as a membership, are NOT living up to breeding to improve the health of our equine friends. Although the AQHA puts out pamphlets and information on HYPP, along with the suggestion that breeders breed for horses carrying the normal gene, too many breeders are continuing to breed N/H and H/H horses. What started as a disease carried only by Quarter Horses,  cross-breeding with Thoroughbreds, Morgans, Arabians, Appaloosas, etc. has now spread HYPP to most of the equine industry. We are hoping that by working the HYPP Petition in conjuction with the Mandatory HYPP Testing Petition we can bring about an end to at least ONE disease to work towards a goal of breeding healthier horses. Below are the rules we would like to see go into ALL of the associations' rule books who register horses that are positive HYPP carriers.

1. Beginning January 1, 2010: Foals with the possiblity of being positive for the disease HyPP, shall not be eligible for registry until tested and found to be NN for the disease. Any designation other than NN shall not be eligible for registry.

2. Beginning no later than January 1, 2006: Mandatory testing for HyPP shall be required of all horses with Impressive breeding, whose nearest relatives are not of NN status.

(2a.) All owners of UNTESTED HORSES descending from the Impressive bloodline, born in 2005 or earlier, shall be mandatorily required to have HyPP testing done no later than July 1, 2007.

(2b.) All horses and foals tested in accordance with rules 2 and 2a must send results to all associations they are members of and the status stamped on the registration papers at the
expense of the owner.

4. Beginning January 1, 2006: Foals of Impressive-bred horses who are as yet untested, will not be eligible for registration until the parent(s), and foal/s (if parents test other than NN) have been tested and results are on file with the registry associations.

5. Beginning no later than January 1, 2006: Sellers of HyPP positive horses/foals shall be required to give written, FACTUAL information on HyPP to prospective buyer/s, so the buyer/s  can make an INFORMED decision on purchasing said horses/foals.

Breeders of positive HYPP horses may feel this is harsh, but we feel that it is not as harsh as breeders who chose to ignore the suggestion by research facilities to use the available testing to breed this disease out of the equine industry. We are trying to be fair in our petition by using a step-down program that will still allow the HYPP positive horses to be shown and earn points and for breeders to replace the positive horses in their breeding programs with horses who will not pass this disease down to more generations.
